Should a military veteran who has been reliably accused of war crimes, and who admitted that he killed a prisoner, be invited to train police officers on how to do their job? The police department in Tallahassee, Florida, found a surprising answer to that question. Retired Navy SEAL Eddie Gallagher, accused by his fellow operators of intentionally shooting civilians and murdering a prisoner in Iraq, shared a photo and video on Instagram last week in which he described working with Tallahassee police officers in close-quarters combat and other lethal skills. He posted a picture of himself flanked by the rifle-bearing officers in Florida, with his caption describing an “awesome day of training” with “an extraordinary group of men who were ready to train and take on new concepts of shooting and CQB to add to their tool box. It was truly an honor!” After Gallagher’s picture was spotted and shared by journalist Wesley Morgan, the Tallahassee Police Department stumbled forward with a believe-it-or-not statement that its officers were merely practicing at a private facility operated by a company called Stronghold SOF Solutions, which Gallagher is affiliated with. Gallagher happened to be at the facility and offered his “input” to the officers, according to the TPD. The department did not provide an explanation of how or why its officers assembled for a group photo with Gallagher, whose current business endeavors include private instruction on weapons and tactics. Gallagher, imprisoned before his court-martial in 2019, is a free man because a military jury controversially declared him not guilty of premeditated murder, and his conviction on just one minor count — of posing in a picture with a dead prisoner — was essentially overturned when former President Donald Trump granted him clemency. Not long after the trial and grant of clemency, the New York Times released a trove of evidence from Gallagher’s fellow operators that laid out their damning case against him.

Artists are to get paid when their work is resold in a shakeup of copyright laws that would give them a slice of collectors’ profits. Painters, sculptors and other visual artists stand to get a payout when their work is resold at auction and by galleries, in a government move designed to help sustain thousands of artists currently working below the poverty line. Under reforms of copyright law, being drafted by Innovation Minister Francois-Philippe Champagne and Heritage Minister Pablo Rodriguez, artists would get a “resale right” giving them a royalty during the term of copyright, according to Champagne’s office.

Renters in Harrison and Hinds counties are not likely to suffer from Gov. Tate Reeves’ order this week to end access to a key pandemic-era rental assistance program 10 days from now. Most Mississippians who need help paying their rent or utilities will no longer be able to apply to the Rental Assistance for Mississippians Program after Aug. 15, after the governor ordered an end to the state’s participation earlier this week. The governor’s proclamation is unlikely to affect those renters because those counties independently manage money from the Emergency Rental Assistance program and are not a part of the Mississippi Home Corporation’s statewide program. While other rental assistance programs remain available for certain emergency situations, like the Emergency Solutions Grant and the Low Income Home Energy Assistance program, none have the scope or funding of ERA or RAMP, which have helped tens of thousands of Mississippi families avoid imminent eviction during the pandemic. At a Wednesday press event, the governor characterized the continuation of the program as a leftist plot. “The experimental socialist programs being pushed from Washington are not caring,” Reeves said. “They are cruel.” “They trap Mississippians in a cycle of dependency, like a loan shark or a bookie offering free cash and never mentioning the downsides,” he added. Housing and renter advocates across the state quickly fired back. Vangela Wade, president and CEO of the Mississippi Center for Justice, released a statement lambasting the governor’s action. “This decision shows a complete disregard for people’s health and safety. Nearly one in three renter households in Mississippi is extremely low-income, and our state is short more than 48,000 affordable rental homes for extremely low-income renters,” her statement read in part.

In January 2020, Glenn Youngkin, now the Republican governor of Virginia, got some welcome news. A complex corporate transaction had gone through at the Carlyle Group, the powerful private equity company that Youngkin led as co-chief executive. Under the deal, approved by the Carlyle board and code-named “Project Phoenix,” he began receiving $8.5 million in cash and exchanged his almost $200 million stake in the company for an equal amount of tax-free shares, according to court documents. The Project Phoenix payout came on top of $54 million in compensation Youngkin had received from Carlyle during the previous two years, regulatory records show. Youngkin retired from Carlyle on Sept. 30, 2020; he won the governor’s election in November 2021. Youngkin was not alone in receiving the 2020 windfall, according to the court documents. Eight other wealthy Carlyle officials received over $200 million in cash in the deal, paid for by the company. David M. Rubenstein, Carlyle’s billionaire founder and co-chairman, received $70.5 million worth. All of the Carlyle executives exchanged their company holdings into tax-free shares, valued at a combined $4.57 billion, according to figures from the lawsuit and the stock's price at the time. Now, that transaction is under attack by a Carlyle shareholder in Delaware Chancery Court. The suit, filed last week by the city of Pittsburgh Comprehensive Municipal Pension Trust Fund, says the $344 million deal harmed Carlyle’s stockholders, who received nothing in return when they funded the payday. Meanwhile, the Carlyle insiders who received the payouts escaped a tax bill that would have exceeded $1 billion, according to the complaint, which accuses Rubenstein, Youngkin and other Carlyle officials of lining their own pockets at the expense of people like police officers and firefighters.

Executive members of the Phoenix Police Department including Chief Jeri Williams used an encrypted phone app that allows users to secretly send and receive text messages without creating a permanent record of the conversations. Multiple sources with knowledge of the practice also said multiple assistant chiefs were encouraged to use Signal to discuss department business in recent years, including the ongoing scandal with protesters falsely charged as gang members. The department confirmed Williams had the app downloaded on her phone but deleted it. “Chief Williams asked that Signal not be used by her executive team for work-related issues and deleted the app from her phone in 2020,” according to an emailed statement.
