Officials in charge of enforcing safe operations at city jails recently shared never-before-seen photos and videos from Rikers Island with assistant district attorneys in Manhattan, giving the very prosecutors who file criminal charges and request bail an unprecedented look at the squalid and deadly conditions in which defendants are held. Prosecutors “never see Rikers — they never see where they’re sending people to die,” said Five Mualimm-ak, a former Rikers detainee who, as a panelist for the event, watched the board’s presentation. “The purpose was: When you’re sending people to Rikers, when you’re asking for high amounts of bail when they’re poor, you’re condemning them to a death sentence, essentially.” Most of the men and women held at Rikers Island are there pre-trial, meaning they have not been convicted of crimes and are only awaiting hearings on the disposition of their cases. Some have lived at Rikers for years; recently, both the population and the average length of stay in city jails have increased. Nearly 30% of the incarcerated population in the city has been in custody for more than a year, according to the mayor’s office.

After abortion restrictions began going into effect in US states this year, Google recognized that an update to its policies was in order. For years, anti-abortion organizations had been paying to advertise alongside searches related to the procedure, confusing women in need of medical care, and drawing criticism from reproductive health advocates. Her optimism dimmed after she tried a few searches. Google’s rules, it turns out, are narrowly applied. In many abortion-related searches, Google still doesn’t apply the labels to ads for crisis pregnancy centers, the non-medical organizations that aim to convince women not to get abortions. CPCs are not labeled in ads shown against Google queries for “Plan C pills” and other search terms such as “pregnancy help” and “Planned Parenthood,” a joint analysis by Bloomberg News and the nonprofit Center for Countering Digital Hate has found. Google’s failure to apply such labels consistently allows the tech giant to continue to collect ad revenue from crisis pregnancy centers on abortion-related searches, without any disclosure that such places never provide abortions or refer patients to clinics that do. Wells said Plan C repeatedly brought up the issue to the company, but the group has never gotten a response. “The idea that there is something that we can do to influence Google is, forgive me, fairly laughable,” Wells said in an interview. “The deck is stacked against us.”

Federal student loan borrowers whose loans are not held by the U.S. Department of Education will no longer be able to consolidate in order to qualify for President Joe Biden's student loan forgiveness program, according new guidance from the department. The update on the Education Department's guidance for the one-time student loan debt relief is an about-face from previous guidelines, which said those borrowers could consolidate their debts to Direct Loans in order to qualify for the relief. Biden announced plans for sweeping student loan forgiveness in August. That includes up to $10,000 in forgiveness for federal student loan borrowers and up to $20,000 in relief for Pell Grant recipients. In order to qualify, borrowers had to be under certain income thresholds — $125,000 for individuals and $250,000 for households. However, the plan announcement immediately raised questions as to whether borrowers with Federal Family Education Loan Program, or FFEL, loans not held by the government would also be eligible. At the time, the Education Department was said to be exploring strategies to allow those "overlooked borrowers," who are estimated to total roughly 5 million, from being excluded from forgiveness. However, the number of borrowers affected by this decision is about 770,000, according to an administration official. That's as some may be excluded based on income requirements, while others may qualify for the relief based on other loans held by the government. Those with commercially-held FFEL loans have been excluded from the federal student loan payment pause that has been in place throughout the pandemic. In an update to its website, the Education Department now states, "Consolidation loans comprised of any FFEL or Perkins loans not held by ED are also eligible, as long as the borrower applied for consolidation before Sept. 29, 2022."
