In 1976, Cleveland was the most bombed city in the United States. The assassination and vandalism bombings that had been on the rise throughout the decade culminated in this particularly violent year—leading the national news to dub Cleveland “Bomb City, USA.” According to a Plain Dealer article from this era, “Bombing Business Booming Here,” Cleveland’s national ranking in bomb crimes had skyrocketed since 1974. The main cause was a continued gang war between the Italian families and Danny Greene’s Celtic Club, a group of Irish-American gangsters. Car bombs were a preferred method of assassination because the evidence was often destroyed in the explosion, leaving police with no leads. Although Greene allegedly contracted car bombings for years, the turf war escalated after the unexpected death of Cleveland mobster John Scalish in 1976. Scalish’s choice for a successor, James Licavoli (also known as “Jack White”), did not sit well with the Cleveland underworld. As a result, arms trafficker and drug peddler John Nardi fought for control of Cleveland. Greene allied himself with Nardi, helping take out a number of Licavoli’s followers and bloating the number of car bombings in Cleveland.

The energy transition is already here, but so are midterm-killing gas increases. Climate hawks are winning the war and losing the battle. With gas prices hitting $3.50 a gallon nationally and the threat of war in Europe driving fuel costs higher, right-wing lawmakers are scrupulously on message: Blame inflation and effete environmentalism. Democrats, on the other hand, are scrambling for a story. As the electoral threat sinks in, proposals abound. Tax fossil fuels less; tax fossil fuel producers more; limit crude exports; invest in clean energy to compete with China; improve supply chains; break up monopolies. Yet both progressives and moderates conceded in interviews that the short term may be a wash. Is there an immediate solution available that is both pro-worker and pro-climate? “Short answer is no,” Justin Guay, a policy strategist at the Sunrise Project, told the Prospect. “These are long-term structural challenges with no easy short-term fix,” Guay said. “The only way to reduce the economic pain from surging and volatile gas prices is to get off the stuff.”

Harding originally proposed the legislation, House Bill 1557, on Jan. 11, its first committee vote passed on Jan. 20, though there was heated debate between supporters and opponents among the lawmakers gathered for the hearing. In the originally filed version, the bill already required schools inform families of their child’s LBTQ+ status, should the student inform a teacher, counselor or other school personnel. However, it left an option for exemption from disclosure, or “outing” as it’s known, for cases where there was a suspicion of the information leading to abuse, neglect or abandonment. Based on the amendment’s instruction, that safety mechanism would be removed.
